Based on a conversation I had with a Summit Racing rep, I decided to go ahead and order a few parts to see if what he claimed was part of the problem, would indeed be resolved by the addition of a different carb base plate and gaskets.
I called the Edelbrock technical line to see what they had to say about this "issue," and was told that—as far as a Performer carb to Performer intake manifold application— that problem did not apply.
I was told later by two different mechanics that the Summit Racing plate and gaskets would not negatively affect carburetor operation and that, if the claims by the guy at Summit Racing were valid, then why not go ahead and give it a try?
For under $10 (including shipping) I decided I had nothing to lose and lots to gain, so I went ahead and ordered the part along with a few other items.

Since my mechanic used bolts that were just too short to secure the carb to the intake manifold, I went to the local ACE Hardware and purchased a few (longer) Grade 8 bolts and washers. I used 1½" bolts for the rear of the carb and 1¼" bolts for the front. Besides, being grade 8 hardware, the Zinc yellow-Chromate finish matches the rest of the carb fittings.
I also used the opportunity to bend the throttle cable bracket since, according to yet another mechanic, the throttle was only opening about 80% at WOT (Wide Open Throttle). Hopefully, my modification will take care of that problem.
I also ordered a throttle lever adapter to clean up the previous installation by my mechanic.
I don't particularly care for the cotter pin, but it should do the job well.
While shopping at Summit Racing, I also went ahead and ordered an Edelbrock fuel pump, since the video makes it clear that the 1406 carb (as well as many others) are designed to work best with 6.5 psi pressure from the fuel pump. I thought that installing a fuel pressure regulator would be as much work as replacing the pump, and cost about the same, so I went for the pump.
